Job Description:

The VR Fiscal mainframe must be modified for Maintenance and Transportation (M&T) check processing. Components of the system will be enhanced so reconciliation of payments is easier for finance staff located in the 15 district offices.

The Programmer will be responsible to:

• Work with NYSED’s IT staff to obtain an overview of the VR Fiscal mainframe system.
• Analyze existing VR UNISYS mainframe programs to identify the code to be modified to implement the M&T processing changes including streamlining the business process resulting in operational efficiencies.
• Working with finance staff in the district offices, analyze, design and implement new programs or updates to existing programs to help

The Risk Management Program directly ties to the ITS Strategic Priority of Risk Management. Executive management has charged the NYS Enterprise Information Security Office ("EISO") with establishing a robust Risk Management Program focused on critical application risk assessments, compliance, risk remediation, and collection of asset inventory.  The purpose of this project is to institutionalize a multi-layered standardized approach to identifying, triaging, prioritizing, assessing, and remediating risk issues.

Overall, the project manager oversees one or more projects over the full life cycle, from origination through close out, using a formal project management methodology. He/she takes ownership of the project and provides leadership to the team.
Specific tasks include: develop the project plan, build the project team, develop the schedule, maintain the schedule to track progress, manage resources, manage issues, manage risks, manage changes through a formal change management process, manage user acceptance of deliverables, facilitate meetings, prepare status reports, give presentations to management, and ensure adherence to project management standards and methodologies.
Required skills include strong written and verbal communication, interpersonal, and problem solving skills. The project manager must be a team player, who is flexible, has a positive attitude, and is focused on customer service.
An understanding of information security risk management, federal/state compliance mandates and program frameworks related to security and privacy, and remediation strategies in an environment governed by regulatory drivers and a large portfolio of complex systems is necessary.

• Create and implement a test plan for quality assurance of all necessary changes. Coordinate with NYSED IT staff and ACCES-VR staff for testing purposes.
• Analyze, modify and test changes to meet the revised post office addressing standard.
• Daily Operational Issues: Troubleshoot and respond to daily operational issues such as: handling IDL errors, file restores, data mismatches caused by reverts, data investigation, nightly cycle processing and issue resolution.
• Streamline batch cycle processes which will include detailed analysis, code modification, and testing of several system components.
• Organize documentation efforts to insure easy maintenance for future modifications.

The consultant will analyze, plan, code and test COBOL and XGEN online and offline programs. Rigorous and thorough testing of program modules is key to a successful implementation.

Candidates should have at least 60 months experience and a majority of the following should apply:
